That does mean you run the race carrying a drawstring bag on your back which is irritating.
Race Expo The race expo is next to Pier 39, a popular destination for tourists seeking food, souvenir socks, and sea lions.

I suspect both they and the liquor store had a good day.
Final score was about 8-5 for the naked runners.
